These are US companies with the highest number of Foreign Labor Certificate (FLC) fillings last year. Before applying for a H1B visa, US employers must first prove that a need exists to hire a foreigner and that it will not adversely affect job opportunities for American citizens. This is done by filling (applying) for a Foreign Labor Certification (approval) through the US Department of Labor. Any company filling for FLC demonstrate willingness and interest in hiring international talent.

By looking at FLC statistics you will see all the US companies that are actually willing to hire foreign workers, such as international students. If you only looked at statistics for companies successfully sponsoring H1B visas, you would not see all these companies. You would only see the relatively small percentage of companies that have successfully petitioned for a H1B visa before the visa quota for the year was met.

Since many US companies are hesitant to hiring international talent, such as international students, it makes your job hunt more likely to succeed if you contact US companies that are already willing or have prior experience in hiring international students.
